张建旗、刘令凯是“首都五一六红卫兵团”的领袖。  张建旗写的《给周总理的一封公开信》，矛头直指周恩来，其父母是均为黑龙江高干。毛泽东批示发出《关于清查“五·一六”反革命阴谋集团的通知》，张建旗、刘令凯被定性为反革命，并在全国大规模地清查“五·一六”分子，株连甚广。文革之后 张建旗、刘令凯均被释放。
